on this comp i just press the <"> button, then type in a vowel and poof, ä or w/e i want appears. on the new comp i built when i press <"> i just get a " . someone help me out?

In what? HTML, Word, or just writing. While typing german, we usually designated a umlaut by putting an "e" after the letter.
ae : ä / & auml ; (take out the spaces)
ee : ë / & euml ; (take out the spaces)
ie : ï / & iuml ; (take out the spaces)
oe : ö / & ouml ; (take out the spaces)
ue : ü / & uuml ; (take out the spaces)

Yes, I know there is only ae, oe, and ue, but I just included all of them. That is for HTML, by the way.

And just FYI, wrong forum by the way.

Hi, When all else fails try using CHARACTER MAP. It came with 95 and 98 and probably with XP etc. It's a pain to use, but will let you make almost anything you want. Jim

this is in anything- like whenever i type, the umlauts pop up when i press the " key. like typing web addresses or reports in word or anything..

It's in the extended ASCII table here:

Look at the table at the bottom... Hold your alt key and hit the numbers they have. An umlaut A would be ALT+137.
