How do i make my windows 98 upgrade cd bootup ? i don't have a floppy drive on this 2nd system.

Have you checked the BIOS settings so the PC will try to boot from the CD drive first?

Is a Win 98 upgrade CD bootable? I know the full version is, but what about the upgrade?

Yes in my bios i have it set to cdrom drive to boot first on the computer but the Win 98 upgrade CD is not bootable. How would i make a Win 98 upgrade CD that *is bootable* ? There has to be some way. Nothing is impossible.
 
If you want a bootable CD just download a boot disk image and burn a CD using floppy emulation. Put the upgrade files on the rest of the CD. Windows 95 and 98 install files will fit on one CD so if you have both when the upgrade asks for a previous install you can point it to the 95 files on the same CD. A Google search will offer plenty of links to doing what you want.
