How do I make chapters in Nero for a (S)VCD?

I've been trying for about 4 hours now and I must be missing something or doing it wrong.

I have an .avi file that I'd like to burn to a multi-chapter (S)VCD, but I only get one chapter.

Is there an easier piece of software that can do this?
