How do I make an Apartment Bills Web Interface?

I have 2 roomates and I just want us to be able to login and post the bills that everyone else owes us for, with checkboxes for liabilities. there could be a checkbox for all people, just one person could owe me money for say, something personal he paid for me, and the calculations would be done in the background. But, at all times, one would be able to login and find out exactly how much is owed to him by other people and how much he owes to them.

This sounds like overkill. Why don't you just put an Excel spreadsheet in a shared location?
