How do I mail a package to this international address?

The last time I sold something to an international buyer I was FORCED to ship by USPS because UPS had no way to enter the address into the system. It was just a normal UK address. I sold something recently on eBay and had an international buyer. He hardly speaks english, so he wouldn't understand if I asked him :) How can I possibly format this address when a form asks me for City, Country etc? I already figured out the ALT + 0231 for the special character in case I have to fill out a form on a computer (Like UPS). What part of this address is the city? (Name and numbers are changed/mis-spelled to protect the buyer) What other parts are what?! :)

1238HC is the postal code.

Sending stuff internationally with UPS generally is incredibly expensive, if not for the cost of shipping then for the brokerage fees on the other side.

I've always just handwritten the labels and used USPS for shipping to Europe.

Actually USPS global express will track the package to the netherlands, and you can insure it. Besides, if you use paypal or some other credit card acceptance then you will never be protected by international shipment non-delivery claims anyways.

Is this a paper form or online? If it's paper, there's generally be a special international waybill that you use in lieu of the domestic one.

Fedex changes the address fields based on the desination country In their online system, doesn't UPS do something similar?

BIG language barrier. I don't even know what the heck they'd call their PO Box equivalent anyway.

That's what insurance is for. If the package never arrives or arrives damaged, it doesn't matter if they do a charge-back because insurance will cover it. Unfortunately, they refused to sell me international + tracking + insurance. At a full-service postal distribution center / Postal Store I literally asked "How much to ship this here with tracking and insurance?" and they said "It can't be done because this is an international shipment" :(

It doesn't matter. I'd have to take it to my local Office Depot to mail it and they require me to enter the address into an off-line label-printing computer which does not do this. This label has a barcode and the address I enter is retrieved by scanning it (Anything written on the package is ignored). I've had to have the clerk enter addresses directly in their computer (Which scans the label and charges me) when it required an extra address line, dock or required more characters than the field would allow. Even they could not get the computer to take a UK address so I won't even attempt a Netherlands address :(
