How do I limit the amount of RAM a program sees?

This is in Win7.

Act Of War doesnt like any more than 2GB of RAM, in fact if it sees an excess it freaks and refuses to run.

Looked around the internet and some folks suggested Application Verifier. I tried and it doesnt work. It wont set a specific limit on how much memory a program can access.
Cant seem to find any other apps which do just that.

Oh, and compatibility mode doesnt work by itself. As far as game-specific suggestions go the only thing people can come up with is running MSCONFIG and limited the amount of memory you give to the system, as well as cores.

I'm not rebooting all the time just to get one game working.

First, patch both games fully. Not sure if this has any effect, but I haven't tried it without.
Set the game executables to Windows XP SP3 compatibility mode. I set them to run as Administrator for good luck.
Launch the msconfig utility (Start > Run > msconfig)
Go to the Boot tab
Select your OS and click Advanced Options
Tick 'number of processors' and set it to 1 (I have a quad core machine)
Tick 'maximum memory' and set it to 2048 (I have 4GB = 4096)
Reboot.
Run the games.

I cant patch Act of war fully, its on Steam and steam limits it to version 1.0.
Act of war has 3 patches. When I apply any of them the game refuses to run and asks for a disc.

I already did compatibility mode.
I already said I dont want to keep rebooting for just one game.
