1.) Best way is to get a dial up connection. ??? That will limit it!

No doubt, I never thought I would see a day that downloading was to fast.
But I guess there would be a need for it.

I have networked computers with different users that share a 200 KB/s down internet connection. I also have a Magic Jack on one of the computers. I don't want any user to be occupying full bandwidth when Magic Jack needs it's share 24-7.

Probably the QOS settings in your router would be the best place to handle that.
