How do I know if my PSU is limiting the overclock?

Hey guys, I have a sempron 2800+ and a DFI NF3 250GB that I'll be playing with later today. I'm pairing them up to a 300 watt Fortron PSU. How will I know if the PSU is the limiting factor to my overclocks? Nothing else really in there, just a 9800 pro, hard drive, and a CDRW.

Oh and if you have PSU suggestions, is there one for about $50 shipped that delivers power and remains quiet while doing so?

An underpowered powersupply will lead to a huge voltage swing on the different rails, restarts and freezes at load and other types of instability.

What is the MAX amp output on your +12v rail on your powersupply. It should be labelled. The higher, the better usually for ocing.
