How do I install programs to run on multiple partitions?

40 gig HD

Partitioning this way:

5 gig for OS (Win98se)
25 gigs (games/apps)
10 gigs For MP3s/videos(the highly fragmented stuff)

As you can see the drives will be 3 and for this purpose labeled C, D, and E, respectively.

What do I have to do to get programs to run from D?
