Mainly just do cardiovascular workouts. Running, cycling, lifting, anything that will get your heartrate going will help increase lung capacity.

I would say that getting more excersise will help out with the out of breath part. While I do not have any sort of scientific evidence for this, I think that holding your breath for longer and longer times helped with the total capacity of your lungs. (when the summer rolls around, I tend to hold my breath a lot for the underwater stuff. Over a couple of weeks of that I notice that I can hold it for longer peiods of time. Don't know if that is because I am just getting used to holding my breath or if there is actually more air in there though)

Why are you short of breath? Are you overweight? Have you talked to your doctor?

Yeah, that is actually good advice. Talk to your physician to see what they recommend. If your short of breath on just doing regular everyday activities, it may be a health problem.
