I have all of my software applications on a separate partition. I want to remove Windows 2000 and install Windows XP on a clean hard drive. After installing the new operating system is there a program that I can use to pointback to my software applications again?

You can use regedt32. But you still are going to loose any files that were installed into the system folder.
(so you should archive your WINNT folder into a zip file)

You are going to have to reinstall those applications. You can manually create icons and stuff to point to the apps but none of the required registry settings will be there. While you could export that part of the registry hive and then import it to your new install, you still will be missing all of the .dlls and crap that those programs had living in your old Windows directory. Trying to identify all of that stuff would be a nightmare and you are going to end up replacing common DLLs with older ones and then XP will probably puke, etc. Save your data and just reinstall your apps.
