How do I import my outlook contacts to Gmail's My contacts(via iPhone)?

I've tried exporting to csv from outlook and importing it to gmail but that does not fully work. Numbers which are saved as +18001234567 is being imported as 18001234567. I've configured my gmail account as exchange on the iPhone and enabled contacts sync(after importing the outlook contacts onto my iPhone). The sync of the older contacts does not happen. Any new contact made on the phone is being saved in Gmail's my contacts though. How do I get all my outlook contacts in Gmail's my contacts without losing the formatting?

Maybe add your Gmail account in Outlook (IMAP), and copy them over.

I don;t think you can. This has always been an issue if I recall.
