How do I go about testing/repairing an air conditioner?

Borrowed an air conditioner (GE AQV05LAM2, I believe) from a friend of mine. As the apartments he's been staying in haven't had a window that would work with it, he's had the unit in storage for a couple years. Plugged it in and it seems to get "cool", though not especially "cold".

There any way to check how well it's working and/or test/refill/rejuvinate it myself?

You need some kind of a license to rejuvinate it, that is if it's low on that magic liquid of its.
