How do i give a "limited user" rights to a folder?

I need to give a "limited user" in Windows XP pro access to a certain folder, for a program to run properly, so it can modify a file inside the folder. How do I do it, without giving him administrator access?

specifically, this program is Steam. It needs to modify a "clientregistry.blob" file when it starts, to work properly.
 
Right click on the file.
Select properties.
Select the Security tab.
Click "Add..."
You might have to click on advanced or something (I'm on a domain and probably don't see things the way you do). Select the user's username, and hit "ok."
Change the permissions for that user as you see fit (the little checkboxes). 😉

I can't find that anywhere in the file/folder properties.. anyone know how to do it without being in a domain? 😱
