how do I get this guy to return my money?

I used a site like freelancer to have someone develop a website for my side business. Unfortunately, there were many things that frustrated me from working with him, especially communication issues. I also wasn't happy with the direction that the website was going as he didn't listen to anything I said and it felt like he was not interested in doing it at all.

I've paid him 25% up front already. The remaining amount is sitting in a neutral account held by the website. I emailed him multiple times but he dodges the question or doesn't respond. What's my best course of action?

Tell him you are unhappy with the work he is doing, and his lack of communication, and his choices are a) keep the 25% and you leave negative feedback b) return the 25% and you don't leave negative feedback. Make sure you spell out exactly why you are unhappy with the work and send all communications through the site so they can view the dialog if it comes to that.

You should also keep in mind that if the freelancer has mostly positive feedback from previous clients, the issue may be at least partly on your end.

How were your requirements stated.

Please provide samples.

Poor requirement lead to failed implementation from customer POV.
