how do i get rid of those balloons?

Click the balloon to open the Security Center and then look at the links at the left side of Security Center for the "Change the way Security Center alerts me" link. Or enable automatic updates.
 
start menu >> help and support >> search for "disable balloon tips"

HKCU\software\microsoft\windows\currentversion\explorer\advanced
add a dword named EnableBalloonTips with a value of 0

This would remove all baloon messages from the taskbar, start menu, and shutdown screen.
 
You could also just go into Services and disable Security Center all together. That disables Automatic Updates, Firewall, and Anti-Virus monitoring.
