Open System Properties in Control Panel, choose the Advanced tab, and click Settings in the Performance section. Turn on the Use drop shadows for icon labels on the desktop option, and click Ok.

I believe you also have to have checked "use visual style on windows and buttons"
No. Just the "Use drop shadows for icon lables on the desktop" selection is the option which controls this, as RiDE suggested (know this personally, as I turn all the options off save that particular one).

Nah there's a bug in the forums (not sure if it still exists after the "upgrade") that let you vote whatever you want for a user. So you could vote like -100000 for someone and they'd get a really low rating (see tec99, he's got a low one)

Another thing that helps is to just change the background color of your desktop.

Thats how it worked in Win9X, should work in this case too, but all it does is change it from one annoying color to another one.
