Adwcleaner is a goto tool. Uninstall java and reinstall the latest fresh as I've seen a lot of fake versions where the true version is an old build masquerading as the newest. Scan with malwarebytes (do a custom scan with rootkits enabled) and TDSSkiller in safe mode.
 
AdBlock is effective for blocking but you need to use either Firefox or Chrome. You can find AdBlock plugin for Firefox in the extensions, the same stuff for Chrome.

Or You can block third party cookies in order to stop being tracked by advertisers making a basic setting in your browser. Like this:

Tools> internet options> privacy> advanced

Just keep first party cookies then log into websites like this one, but third party cookies are the invention of an imbecile who thinks people want to see the same ads over and over and are unable to search for them themselves.
