Some guy rip off my friend on ebay and claims that he was visited by the cops and because of his cash flow problem, he's slow in refunding money, how can I get the phone number to local police there ? dial 411 or operators for assistance ? Just want to make sure there is a file on him

Any suggestion would be nice.. thanks.

Already file that insurace stuff on ebay which probably doesnt work and gonna file that thing with USPS..
