How do I get my website to show up first on GOOGLE?

No, you can really pay Google to have your link show up first. That's one of the several ways they make assloads of money.

Pick a really obscure term and target that. Otherwise get in line with the rest of us. SEO is one of the biggest tasks of my job and it's not easy for a lot of sites.

no, your link will not be in the actual search results. it's in special colored box at the top of the page and marked as a sponsored link

The minimum cost is $0.05/click on all terms and can quickly escalate up to several dollars per click depending upon your terms and market. Google AdWords is not a PURELY bid-based system like Overture. There's other factors that go into their ads ranking criteria as well. We've actually had very positive success with these PPC programs for several of our clients. For a lot of people, it's an easier way to generate traffic than trying to fight your way up through the non-paid ranks using regular SEO techniques.
