How do I get my new pc to reconize my amd chip?

I built a pc, with an Epox MB 8kha+, and an AMD XP 1600. When the pc boots, it shows the chip at 1.050, instead of 1.40 GHz and I get a message, that the speed of the chip has been changed,and go into the bios and correct this. I've been serching the net, and can't find out how to do this.
Can anyone help me?
