TweakUI is the easiest way, Just go to the 'Desktop' tab and put a check next to the My Network Places Icon

TweakUI can be downloaded from here

Without having to install other 3rd party software, just install a protocol or client for microsoft networking.

You probably uninstalled your network adapter. If there is no NIC installed or no protocal installed on a NIC you will not see My Network Places. This will also explain the lack of connection.
