How do I get IE7 to stop opening things in a new WINDOW

It has something to do with UAC... I know that much. I'm explicitly trying to open things up tabbed, but if I start a new tab in IE7, and then try to go to a URL with a new domain, it automatically opens it in a separate browser window "for security reasons". Not a new tab, a whole new instance of IE7.

I used to run with UAC off, which it did not do this. But that's not the point... is there a setting other than UAC in general to disable this domain context check?
