How do I get Active Directory installed in win2k server?

I try to make my win2k server able to let only certain users to remotely access to its files without etablishing a domain name for the win2k server. I heard you can do that with Active Directory in Win2k server. However I cannot see Active Directory anywhere in my win2k server. Thanks for any advice.
 
Simpler still, use the "Configure Server" app in Administrative Tools in Control Panel. There's a wizard for setting up active server (and subsequently DNS). Very straight forward.
