How do I format via command prompt after booting with windows xp cd?

Subject line says all

basically i want to do "format c: /fs:ntfs /a:16k" and to do that i need to be at command prompt and have booted with windows xp cd

Don't think you can get to a command prompt, but if you were to proceed with installation, the chkdsk will detect that the drive needs formatting. Then accept the default setting of NTFS, and the disk will be formatted the same as what you're describing.
