How do I format my Desktop?

I'm running on Window XP. I try to format my desktop by going to programs>accessories>command prompt and type Format C:
It then asked me if I want to procceed to erased everything in drive C. I clicked Yes, it then said, the drive is lock. It won't format it. Is there anyway I can make a DOS CD and popped it in my CD drive, restart, the DOS should appear. I don't have a full version Window XP, only upgraded version. I usually do this, format my PC, installed Window ME, and upgrade it with Window XP HOME.

Is there anyway, I can get a dos bootdisk?

First off, you can not format windows while using windows. In addition, XP and ME do not format the same way. Luckily, you can completely avoid ME and go straight to XP. Boot to your XP cd (put the cd in the drive, reboot your pc, go into the bios and set cdrom as the firs boot device) destroy all partitions, recreate them, then format your partitions. At one point it will say something like "this is an upgrade, please insert a full ME cd for verification"..you put in your ME cd, it gets verified, then XP continues installing.
