How do I format a hard drive after boot?

Hi all. I need to format two 60gb hard drives from an old computer. I was going to hook them up to my friend's computer, but I don't know how to get to the format command immediately after boot up (before loading into Windows).

Can anyone help me out? TIA.

need a boot disk....but why do you need to format them before you go into windows? Why not just do it from windows?
