How DO I FIX WINDOWS 7 black bar?

I turned on my PC this morning, and I saw a long black line below the desktop and taskbar, which changes colour depending on what is being displayed on the screen. It is made up of lots of small vertical bars all the way along it.

If you think you know what I'm talking about, some suggestions would be great, thank you.

Is it only happening in windows?
does it show up if you are in the bios?
What if you boot into safe mode does it show up there?

the possibility off hand that i can thing of is
corrupt drivers
failing video card
failing monitor
