How do I enable speedstep on a Pentium D 830?

Hi all,
I am working on a client's Pentium D 830 machine and I would like to get the enhanced speedstep working as the machine does run pretty hot on idle. I have enabled it in the BIOS but it doesn't seem to be doing much of anything. Is their a CPU driver or a power setting I need to set like with Cool And Quiet?

Also, what do you guys think a normal temperature for this chip should be with an XP-90C on it? It seems to be mounted correctly, but the idles are in the mid 60s C. This is on an asus Pw5d2 Premium, which for all I know may read absurdly high.
 
Intel says that the 830 and 840 support it. I finally found a document that said to use the "Minimal Power Management" option to enable speedstep. It appears to only drop the CPU by 1 multiplier though, so it is only going down to 2.8Ghz. Is that as far as Intel's speedstep usually works? If so, that is kinda pathetic.
 
Maybe I am thiking of the enhanced halt state of the 9xx aseries....


I know the speedstep on my Dothan drops a heck of a lot more then that....
 
8xx P-D's can only drop to 2.8GHz at the lowest. The speedstep implementation on the 9xx offers much, much better energy savings.
