How do I enable DHCP on my router?

you need to check the MFG web site, find a guide that tells you default IP and username/password. Reset the router, set your IP static in the same range (same Subnet mask, one number off in last octet should do it) and then connect to it via http.
 
It seems that your ""Router"" is just a simple Switch and thus has No DHCP server.

but I've been able to use it for playing games and stuff in the past, as well as simple networking duties. I think it must be busted.

As stated above a switch does not contain a DHCP server. If you plugged your cable/dsl modem and computer into the switch your computer was receiving an IP from your ISP.
