urnal... nono.. i need it to be encoded in flash, and i need a lower bitrate cause biger is not better in dialups.

I use GoldWave to edit mp3 for flash.

you can use the winamp disk writer plugin (comes standard with winamp) to output to wav and then use your encoder of choice to encode to 64kbit. There was also a proggie that automated it, but I cant find it now, I think it might have been called something like mp3 converter suite.

Search for a little program on Download.com called Electronic Comso's MPEG Suite. It'll do what you need.
