How do I dispute a paypal charge?

I ordered some chocolate from a website (www.qzina.com) and paid $15 for express shipping and 10 days later I still haven't received the chocolate so I just want to cancel the order and get my money back.

I've emailed them twice and have no received a response and my wife called them and they told her at first she had the wrong number and then said she would check with someone else and call her back...she never called back.

We paid with an american express card using paypal. I tried going to paypal's website and going to their resolution center to file a complaint, but you need a transaction id to do that.

All I have is the receipt number in the email receipt from paypal. Anyone know how to get the ball rolling and get my money back? (I'd call them, but paypal only has a long distance number so I'd have to wait until I'm home from work)

Why not just chargeback with Amex? It'd probably be easier than going through paypal

amex is my backup. I figured paypal is working with this shady company so they should be the first to try to fix the problem.

Just know ahead of time that a chargeback will most likely get your Paypal account closed or restricted (at least from what I hear).

Yes, Paypal sucks. I'd do a chargeback with AMEX right now anyway.
