I was given a small grill that uses a one pound bottle of propane.
It works pretty good and the bottles are only about 2.50.
Do I get them refilled? If not then how do I dispose of them since they certainly still have some amount of propane left in them?

Yes, but they still have some propane in them. Plus if I have used one awhile I want to take a full one with me when I camp out. Also, it is very inconvenient to have one run out during cooking so I may replace one before its completely empty.

Go to a secluded area with a fire pit. Make a really big fire. Drop the bottle in, and run until you are at least 100 feet away. Wear goggles to deal with any shrapnel (yes, shrapnel goes a really long way, the kill radius on a fragmentation hand grenade is like 65 feet, but a used propane bottle is much less powerful). Watch the show.

The simplest method would be to hide it where the sun don't shine, then look suspicious as you swagger through customs at the airport. They'll 'search' you and confiscate it. When they realise it's just an empty can, they'll realise the devious manouver you pulled on them, resulting in them having to dispose of it.

Believe it or not, they don't explode when you throw them in a fire. They have a relief valve that just kinda spits a little flame. Less than spectacular, really.
