How do I disable RAS dial-up clients from obtaining an IP address?

I do not want them to communicate to the network via RAS. All of these computers have working NICs with IP addresses.
 
They have working NICs with IP addresses that correspond to their own local network not the remote one.

If you don't want them to communicate to the network via RAS wtf are they using RAS for?
