I need this to be on demand, so the disconect if idle option is out. The internet computer is Win98, and the others are a mix of 98 and 2k. I have pcAnywhere, but I would prefer something with less hastle. Any suggestions would be great.

Install NetBEUI as default Protocol, and bind it to the sharing setting.

Unbind TCP/IP from the sharing.

Your Network will run locally independent from the Internet.

Use WINIPCFG.EXE to connect, and disconnect the computer from TCP/IP, thus disconnecting it from the Internet.
