How do I create/enable page swap file

I just upgraded my rig and now I have 8 GB of RAM. How do I enable the swap file? Or is it enabled automatically?

Also, how much would I gain from changing the command rate to 1T from 2T? Would it be best to reduce the RAM clock speed from 1333 to 1066 if I reduce to 1 clock cycle?
 
It's done automatically in Windows. I have two windows 7 machines and didn't modify a single setting for page file usage.
 
Type in "Change Pagefile" in the Start menu and it'll bring a link to some info and the links to where you need to be. I also have 8GB or RAM, but I didn't need an 8GB pagefile that with hibernation took up a lot of my SSD space. I've set it to a static 1GB on my SSD while disabling it on my two HDDs and have been running smoothly for over a year.
 
Okay, now what do I do about the mem timings and how much performance do I get going from 2T to 1T? GSkill and apparently XMP says they're 7-7-7-21 (and 2T I assume) but JEDEC says they're 9-9-9-24 and the motherboard (Asus Sabertooth w/ intel P67 B3 revision) sets it to the latter. Of course, it's plenty fast (certainly fast enough) how it is (got a constant 60fps in PCSX2 in software with the AA turned on).
