How do I create addintional partitions?

OK my friend has ME install on his hard drive but he wants to create a 7gb partition to try XP on. How would he do this?
Also if he likes XP he wants to format the ME partion and combine it with the XP one. How would he do this?

Ok does he want to make the drive Primary or Logical and does he want to set the partition active?

the second partition should not be set to active if you want to use XP's bootloader!
