How do I create a dial up account in Win NT?

Hi, does anybody know how to create a dial up account in Win NT? I tried to find how to do it but couldn't find anything at all. I opened My Computer and double clicked the Dial Up Networking but it didn't say anything about creating a dial up account. So please explain to me how to do it. Thanks
