How do I convert a dvd/divx to vcd?

Firstly you will need a ripper to decrypt the DVD files so that they can be converted (I recommend a program like SmartRipper for the complete newbie).
Then you need a conversion program. There are several available, but FlaskMPEG is very popular. However before you begin with that, you must make sure you have the MPEG4/DivX codec.

does flaskmpeg do vcds? i've used it before but i thought it only did divx movies? thanks...

FlaskMPEG can create normal MPEG videos as well as create AVI's.
