how do i connect to my sql db if its hosted by hostpc?

I have a website hosted by hostpc. They use phpMyAdmin 2.6.4-pl4 and MySQL 4.0.23-standard running on localhost.

I want to be able to create a front end for the sql to easily input data into the tables.
What program should i use? (access?) and how do i have that program connect to it?
