How do i confirm that both cores on my Core Duo are active under Winxp pro?

Right-click the task bar and select Task Manager. On the Task Manager, select the Performance tab. If there are two CPU Usage History graphs, both cores are running.
 
I had read somewhere that Xp pro needed something done to optimize for dual core processors

If you've got SP2 then you are good.

What you may have read about is optimizing tasks with processor affinity. I.E. Setting it so that background services like antivirus, anti-spyware, firewalls, google desktop indexing ect ... are all running on the second core.

i would leave all that alone. windows can spread the tasks across the cores better than you can manually.

Anyone can create a website and put whatever they want on it so it's no surprise that you'd find misinformation like that out there. NT's been SMP-capable from the beginning. I wouldn't be surprised if there were some changes in the HAL with some minor tweaks for HT and dual-core machines since they're not exactly the same as a full SMP system, but they wouldn't make a noticable difference for a home user.
