How do i check CPU temp?

I have a dell XPS and when i place my hand near the back fan area it doesnt feel like any air is coming out, it just feels like theres some warm air around there. The computer isnt having any probs like shutting down or anything but back when i first got it i could usually feel air being blown out by the fan when i would play a game or something.
is there a program or something than can tell me the temp?
