Where did you get the info you're showing? I was going to suggest you use your NVIDIA control panel to check out whether it has controls to make that change. I have an 8800GTS, but the control panel doesn't show me running at 8x, probably due to configuration differences between the GPU and mobo involved. I would search through your copy of the NVIDIA control panel and see what you can find. You can find the NVIDIA control panel in your Programs listing under the Start button.

Do you have the card in the right PCI-E slot? One probably runs at 16, the other at 8.

I would highly suspect that the slot you are plugged into is not running at 16x mode. Most likely a BIOS config change or a slot change.
