How do i change the windows 7 logon/shutdown/startup etc. screen?

Ive seen sites that say you go into system 32 and the folder oobe and create a folder named info, then backgrounds then put the picture in there, is this correct? and name the picture defaultbackground, make sure its jpeg and less than 256 kb or something like that?

Use TuneUp Utilities to change your login screen.... its free for 15 days but login screen will remain after tuneup runs out in 15 days... gl
