How do I change the login background/wallpaper on win2k login screen?

Any ideas? In windows98 there was a registry key for it, but i found that using the filename of a background that was already there. No background there now, so no starting point, anyone know how to change it?

See if it's HKUsers\.Default\Control Panel\Desktop\Wallpaper.
