How do I Burn a .cdi file?

what program should i use and with what settings? i tried nero, but after burning, my cd drives will recognize a cd with 450mb on it but it will not show any files.

Older versions of Padius Discjuggler.
I dont thinkthe newest ones work with .cdi files.
