How do I make one? I want one that can be reuseable and reloaded rather quickly....

you just need a tube closed on one side, some kind of clasp to hold the ball in until you're ready to fire, and a pump to pressurize the area behind the ball.
 
i have no idea how model rocket engines work, but it is possible to convert combustion engines into a pump (i saw them do it on junkyard wars)
