How do I block a program from accessing the internet win7?

I can't figure this out...I've checked everywhere I can think of, checked windows help, can't figure it out. The only thing I can figure out what to do is allow a program through the firewall, not block. The settings say by default programs are blocked, but that doesn't seem to be the case. Theres gotta be a way to set it manually?

Did you look at the advanced rules from Administration Tools in Control Panel, and setup a rule for that app?
