Apply a very thin layer on the top of the CPU where it meets the heatsink. Wiggle it slightly to get a good fit and clamp it down. The purpose of the compound is to fill in the mictoscpoic imprefections in both surfaces in order for heat to pass through uniformly across the surface from the CPU to the heatsink. A fan then cools the heat sink. Thin is best -
Probably best bet would be the alumina guide; the paste goed ONLY on the fairly small, metallic-surfaced bit in the center of the non-pinned side of the cpu; displayed in red in that ^ guide just to emphasise. thin layer!
When I purchased some Coolermaster Compound quite a while back, it came with a small plastic card just like a credit card. So you use the card to apply the paste evenly.

[edit]
It aslo came with a card template which is placed around the CPU so that you dont get it everywhere except where it's supposed to go...
