How do I allow traffic from a range of IP : port combinations to my IP:Port in Vista?

How do I create a rule to allow traffic from any
IP : Port combination directed to my IP : Port?

BitComet constantly shows my WAN IP blocked.

I have cable internet that connects straight from my computer to the wall.
I have BitComet allowed in my Vista Firewall.
I have came to the conclusion that my question above is the only way left.

IMHO Bitcomet became very slow over the last couple of updates.

i changed to utorrent and that fixed the issue.

As you are directly connected to the intarweb i doubt that the IP is the issue

If BitComet created a rule in the firewall to allow inbound traffic that should be enough. But if you want to double check it open Windows Firewall with Advanced Security to see the full scope of the rule.

Scope is empty and prompts me to manually type IP addresses seperated by commas.......... What the hell?
